It produces in Palestine and also sells to Israel


Sem Plastik, which manufactures plastic food packaging, sells the products it produces at its factory in Palestine with the label “Made in Palestine.” The products from the factory located in Hebron, the industrial city of Palestine, are exported to many countries around the world — including Israel — with the same label.

Products produced at Sem Plastik’s facility in the West Bank are exported to many parts of the world. Sem Plastik General Manager Yavuz Eroğlu stated that 52 people work at the facility, which was established in 2009 with an investment of 2 million dollars, and that the products are exported to Israel and other countries with the “made in Palestinian” label. Eroğlu said that they chose Palestine with the idea of creating a region from which they could sell goods to the entire Middle East. He added that they also aimed to encourage Palestine from a social responsibility perspective. Eroğlu said, “We sell goods both to this region and to neighboring countries. Let’s produce certain value-added products here. And let’s send higher value-added goods from Turkey and sell them. Let’s also contribute to employment here. With this idea, we gathered the technical team.” Stating that the education level in Palestine is higher than in Turkey, Eroğlu explained that Palestinians want to do business with Turkey. He said they obtain raw materials from Israel and have no problems in doing so, adding that the duty of business people is to create employment and ensure that people working in the region can stay there and earn their living. Eroğlu also noted that Palestinians feel proud when they see their own brand, “Made in Palestinian,” on products, and added, “This sight makes us as happy as the economic value of the investment. We are glad we built this facility.”

In the plastic sector, where dependence on external sources is high, it is aimed to transform petroleum-derived raw materials used in production into value-added products in a special zone in Turkey through agreements with producing countries. Sem Plastik General Manager Yavuz Eroğlu stated that a significant cooperation with Saudi Arabia has begun to take shape within this framework. “Gaziantep, which is close to Saudi Arabia, could be declared a special zone in Turkey. Investors from both countries could establish joint plastic production and processing facilities there. Let the raw material be produced in Turkey as well. The materials produced in that region should be processed for export and domestic sales and then sold to the world,” he said. According to Eroğlu, who participated in the Üç Nokta program on Skytürk360 TV, with the project, while Saudi Arabia can obtain its needed plastic products at a lower cost, Turkey — which can produce only 15% of the 7 million tons of plastic it needs — will reduce foreign currency loss. Turkey, already the largest plastic processor in Europe, will become the world’s largest plastics hub once the project is completed. Eroğlu emphasized that the project will significantly reduce the current account deficit, saying, “With this project, both Turkey and Saudi Arabia win. A regional power is being established.”

At a petrochemical conference he attended in Dubai as an invited guest, Eroğlu was asked, “How can Middle Eastern countries attract plastic producers?” He described his response: “I told them, ‘It is very difficult for you to attract them. You inspire confidence among giant petrochemical companies, but your laws and business environment do not inspire confidence for small investors. The plastic sector consists of medium, large, and small enterprises. Instead, let’s produce together in Turkey. You have the raw material; we have the production infrastructure.’” Eroğlu said Germany is Turkey’s biggest competitor in European export markets and noted that choosing Germany as a model is the right strategy.

‘Glass and Iron-Steel Lobbies Are the Ones Smearing Plastics’

Eroğlu claimed that the campaign waged recently against plastic products is backed by major groups in the glass and iron-steel industries. He finds it noteworthy that a production method approved by every authority, from the World Health Organization to the European Union, is being undermined in this way: “The big players are content, but small companies manufacture a plastic bottle or cup and take a share of their market. Naturally, this is disturbing for the giants. Yet all these products are manufactured in a way that minimizes risks. If plastic were harmful, the world would ban it.” The company produces plastic plates, cups, forks, and other in-flight service products used by 7 out of the world’s 10 largest airlines, including Turkish Airlines.

Filistin’de üretiyor, İsrail’e de satıyor

Plastikten gıda ambalajı üretimi yapan Sem Plastik, Filistin’deki fabrikasında imal ettiği ürünleri ‘Made in Filistin’ etiketiyle satıyor. Filistin’in sanayi şehri El Halil’deki fabrikanın ürünleri, dünyanın birçok ülkesine olduğu gibi aynı etiketle İsrail’e de ihraç ediliyor.

Sem Plastik’in Batı Şeria’daki tesislerinde üretilen ürünler dünyanın birçok yerine ihraç ediliyor. 2009 yılında 2 milyon dolarlık yatırımla kurulan tesiste 52 kişinin çalıştığını belirten Sem Plastik Genel Müdürü Yavuz Eroğlu, ürünlerin ‘made in Palestinian’ etiketiyle İsrail ve diğer ülkelere ihraç edildiğini söyledi. Eroğlu, bütün Ortadoğu’ya mal satabilecekleri bir bölge düşüncesiyle Filistin’i seçtiklerini belirtti. Filistin’e sosyal sorumluluk yönüyle de cesaret verme amacı güttüklerini kaydeden Eroğlu, “Biz hem bu bölgeye hem de civardaki ülkelere mal satıyoruz. Belli katma değerli ürünleri burada üretelim. Daha yüksek katma değeri de Türkiye’den gönderip satalım. Buradaki istihdama da katkımız olur. Bu düşünceyle teknik ekibi topladık.” ifadelerini kullandı. Filistin’deki eğitim seviyesinin Türkiye’den üstün olduğunu söyleyen Eroğlu, Filistinlilerin Türkiye’ye iş yapmak istediklerini anlattı. Hammaddeyi İsrail’den aldıklarını ve bu konuda bir sıkıntının olmadığını ifade eden Eroğlu, işadamına düşen görevin istihdam oluşturmak ve bölgede çalışarak ekmeğini kazananların orada kalmasını sağlamak olduğunu kaydetti. Filistin halkının kendi markaları olan ‘Made in Palestinian’ adıyla ürünlerini gördüklerinde gurur duyduklarını kaydeden Eroğlu, “Bu tablo bizi yatırımın ekonomik değeri kadar mutlu ediyor. İyi ki bu tesisi açmışız.” dedi.

    Dışa bağımlılığın yüksek olduğu plastik sektöründe kullanılan petrol türevi hammaddelerin üretici ülkelerle yapılacak antlaşmalarda Türkiye’de özel bir bölgede katma değerli ürünlere dönüştürülmesi hedefleniyor. Bu çerçevede Suudi Arabistan’la önemli bir işbirliğinin olgunlaşmaya başladığını kaydeden Sem Plastik Genel Müdürü Yavuz Eroğlu, “Türkiye’de Suudi Arabistan’a yakın Gaziantep’i özel bölge ilan edebilir. Her iki ülkeden yatırımcılar buraya ortak plastik üretim tesisleri, plastik işletim tesisleri kurabilir. Hammadde Türkiye’de de üretilsin. O bölgede ürettiğimiz maddelerin hepsi ihracata yönelik, iç satışa yönelik işlensin ve dünyaya satılsın.” dedi. Skytürk360 TV’de yayınlanan Üç Nokta programına katılan Eroğlu’na göre projeyle Suudi Arabistan ihtiyaç duyduğu plastik ürünleri de daha hesaplı temin ederken ihtiyacı olan 7 milyon ton plastiğin sadece yüzde 15’ini üretebilen Türkiye’nin döviz kaybı da azalacak. Avrupa’nın en büyük plastik işleyicisi konumundaki Türkiye, proje tamamlandığında dünyanın en büyük plastik üssü haline gelecek. Projenin cari açığı ciddi miktarda azaltacağını kaydeden Eroğlu, “Projeyle hem Türkiye kazanıyor hem  Suudi Arabistan. Bölgesel bir güç oluşturuluyor.” dedi.

    Dubai’de davetli olarak iştirak ettiği petrokimya konferansında “Ortadoğu ülkeleri plastik üreticilerini nasıl kendine çeker, anlatır mısınız?” sorusu ile karşılaşan Eroğlu, şu cevabı verdiğini aktardı: “Onlara ‘Sizin buraya çekmeniz çok zor. Siz dev petrokimya şirketlerine güven veriyorsunuz. Küçük yatırımcıya, kanunlarınız, ticaret ortamlarınız güven vermiyor. Plastik sektörü orta, büyük, küçük işletmelerden oluşuyor. Bunun yerine gelin Türkiye’de birlikte üretelim. Hammadde sizde. Üretim altyapısı bizde’ dedim.” Türkiye’ye ihracat pazarlarında Avrupa’da en büyük rakibin Almanya olduğunu ifade eden Eroğlu, Türkiye’nin bu açıdan model olarak Almanya’yı seçmesini doğru bir politika olarak yorumladı.

‘Plastiği, cam ve demir-çelik lobisi kötülüyor’

Son dönemde plastik ürünler aleyhine sürdürülen kampanyanın arkasında büyük grupların yer aldığı cam ve demir-çelik endüstrisinin olduğunu iddia eden Eroğlu, Dünya Sağlık Teşkilatı’ndan Avrupa Birliği’ne kadar her otoritenin onayını almış bir üretim şeklinin bu şekilde yıpratılmasını manidar buluyor: “Büyükler, hallerinden memnunken küçük firmalar bir plastik şişe yahut bardak üretiyor onun pazarından alıyor. Tabii rahatsız edici bir sonuç devler açısından. Oysa bu ürünlerin hepsi riskleri en aza indirecek şekilde üretiliyor. Plastik zararlı olsa dünya yasaklardı.” Firma, Türk Hava Yolları dahil dünyanın en büyük 10 havayolu şirketinin 7 tanesinin uçaklarında kullanılan plastik tabak, bardak, çatal gibi yemek servisi ürünlerini üretiyor.
